In small bowl, whisk together oil & vinegar, set aside.

Lightly salt large pot of water and bring to boil. Cook tortellini, drain, and rinse with cold water until completely cooled. Transfer to large bowl. Stir in remaining ingredients. Drizzle dressing, salt & pepper over top and toss to combine.
