Preheat oven to 450°F. Line a baking sheet with parchment paper or aluminum foil.
In large bowl, season wings with salt and pepper. Transfer, skin side up, to baking sheets and roast 30-35 minutes until cooked through and crisp.
In small saucepan, whisk together garlic, oils, Gochugaru, soy sauce, balsamic, brown sugar and water. Cook on low heat until it becomes a sauce. Remove from heat and toss wings with sauce, coating well. Garnish with sesame seeds and scallions. Serve immediately.
