In large skillet, heat oil and cook beef, onion, celery, bell pepper, with a pinch of salt. Cook until meat is brown and vegetables are tender, stirring to break up meat. Drain off fat.
Stir tomato paste, water, garlic, and balsamics into beef mixture in skillet. Bring to boil, then reduce heat. Simmer, uncovered 5 minutes, stirring occasionally. Serve on rolls.
